Exhausted With "Monitoring" the Park/ Important Meeting Tomorrow

At 1:50 a.m. this morning, my husband and I were roughly awoken to loud knocking on our door. A teenage girl was asking what street we were on and the address because her friend was having a seizure in the park. Tonight, I chased off at least a dozen teenagers out of the park around 8:30 p.m., in three different cars-a white truck with two caucasian males in white baseball hats worn high on the head, license plate starting with "A", a dark colored plain sedan (accord/camry type), and a reddish SUV.

I'm frankly getting a little tired of controlling the traffic in the park as if it's my second job. I will be contacting POP Officer Dennis Peyton tomorrow as well as the park district, but I would appreciate any suggestions, offerings of good will, etc.

In other news, there is a very important meeting coming up tomorrow regarding how the County is handling some of the recent State changes to how convicted criminals are managed by the legal system, in answer to our extremely overcrowded State penitentiary system. Please attend if you possibly can, and feel free to share your notes and insights here.

Realignment of State Prisoners to County Jails.

Public Safety Forum to be Held on April 23
State and local leaders to discuss local impact of public safety law

Residents of Sacramento County are invited to attend a public safety forum on Tuesday, April 23 at the Carmichael Clubhouse from 6 p.m. to 8 p.m. Officials in attendance will discuss the state’s public safety realignment law and its impact to the community.

Who:     Sheriff Scott Jones, State Senator Jim Nielsen, District Attorney Jan Scully, Supervisors Susan Peters
              and Roberta MacGlashan
When:   Tuesday, April 23 from 6 p.m. to 8 p.m.
Where:  Carmichael Clubhouse, 5750 Grant Avenue

Enacted into law in October of 2011, the Governor’s realignment law sends certain convicted felons to county jails instead of state prisons. Local jurisdictions are struggling to meet the increasing demands of housing convicted felons.

State Senator Jim Nielsen is expected to discuss legislative proposals that will close some of the loopholes of realignment (Assembly Bill 109); while Sheriff Jones and local officials will talk about the challenges facing Sacramento County in its implementation.

Thoughts With Those in Boston

I wanted to extend my heartfelt thoughts to everyone out there after the terrible events of this afternoon in Boston. It's tough to not see acts of violence and terror as reasons for fear, but it's one of the most important things I think we can do right now as we cherish those we love-not give in to fear. I'm sharing this tonight here because I think it's a relevant topic on a site where we communicate primarily about feeling safe in our community, and hope you find time to read it when you can.Good wishes to you all.

Excerpt from The Atlantic:

As the details about the bombings in Boston unfold, it'd be easy to be scared. It'd be easy to feel powerless and demand that our elected leaders do something -- anything -- to keep us safe.

It'd be easy, but it'd be wrong. We need to be angry and empathize with the victims without being scared. Our fears would play right into the perpetrators' hands -- and magnify the power of their victory for whichever goals whatever group behind this, still to be uncovered, has. We don't have to be scared, and we're not powerless. We actually have all the power here, and there's one thing we can do to render terrorism ineffective: Refuse to be terrorized.

Please be on the look out for a young caucasian guy on a bright blue/purple bike with an upper arm tattoo, close cropped brown air, carrying a blue backpack. County Handouts and Checklist from Fire Dept

Hi everyone,

These are just a few forms I picked up at our wonderful neighboring Neighborhood Watch Association for West Fair Oaks. They're a well organized fantastic group of over 69 street groups that come together for informative meetings that often times attract their local CHP POP officer and Sheriff POP officer. Last month, they had representatives from Sacramento County Code Enforcement at their meeting to discuss plans to update regulations regarding property and homes, since the current codes have not been revised since the 1970s. We'll keep you updated when changes may take place near us, but wanted to provide you with some of the handouts that were available at the meeting and some links for county code enforcement that may be of use to you or your neighbor.

Sorry, the front page to this one didn't scan right. This form is for Rental Property Code Enforcement information.

Proposed Homeless Bill of Rights AB 5:
Tom Ammiano D-San Francisco has proposed AB 5 which would enact the Homeless Person’s Bill of Rights and Fairness Act, which places housing status on equal footing with gender, religion and color when it comes to prohibited discrimination.
The bill helps protect homeless people from discrimination in employment, voting, and when seeking housing or public services. The bill would protect homeless people’s rights to exist in public space and to engage in life-sustaining activities like sleeping, eating, sharing food, and access to safe bathrooms and clean water, 24 hours a day, 7 days a week. Bill would also grant the homeless the right to sleep in legally parked cars, to possess personal property on public lands, and to receive public assistance funds and legal counsel when cited, even for infractions. The bill would also ban officials from forcing homeless people into shelters or social service programs against their will.
Ammiano s that homelessness causes Californians to be denied access to housing, employment and clean restrooms, Ammiano also asserts that homeless are unfairly targeted by Law Enforcement.
Should the bill pass; the local ordinance against vagrancy, and the ordinances that close water ways and parks at night, public buildings and transit stations, could be voided.
“In Los Angeles County, The Department of Public Social Services indicates that any impact for the demand of additional public social services under AB 5 is unknown at this time. According to DPSS, in Los Angeles County, the number of homeless CalWORKs families has risen during the last six years to a historic high of 12,861 families. In addition, over 50% of individuals on General Relief are homeless”.
“AB 5 is opposed by Sacramento County and the editorial boards of the: Los Angeles Times, Sacramento Bee, San Francisco Chronicle and the Fresno Bee”.
AB 5 has been referred to the Assembly Judiciary Committee. A hearing date has not been scheduled.

Notes from the most recent Sheriff's Community meeting

Thanks again for all of our street coordinators and members who attend these community meetings, it's great for us to keep the sheriff's department aware of our concerns. Special thanks to Olivia for providing the following abbreviated notes. If you have any other additional comments to add from this meeting, please let me know so I can be sure to post them :)

Issues that were brought up:
1. Transients along marconi and fair oaks, neighbor pointed out that new construction wider sidewalks has made it attractive for transients. They are aware of issue.
2. Young kids hanging around school (not sure what school not in our neighborhood)
3. Transients along creek located in the open lot (manzanita and winding way) I asked the officer if they were aware of transients staying along creek, he said they were aware that they've been receiving several calls for that location and they been out there to check...appears that their checking regularly. Property owner has been made aware of the issue. He said to keep calling they check the voice mail regularly. The officer also mentioned that they found human waste near creek. we need to call every time we see someone there and we will need to coordinate with fish and wildlife I believe they are responsible for waterways.
4. Drug activity next to Barrett middle school, neighborhood watch group and school officials are working with sheriffs office to address nuisance. 2 officers went to check out house during meeting
5. Traffic issues along Barrett road--neighborhood watch group working to find out what can be done
6. Big lots shopping area observed for criminal activity
7. Officer Dennis is very familiar with our neighborhood---great to hear. Patrolling jan Park more frequently
8. Looking for volunteers to help with the new service center located on Madison and Dewey.
9. We are being heard :)
10. Officer Dennis gave statistics for crime reduction in Carmichael but there was confusion regarding the stats.
11. What I got from the entire meeting is that by attending these sheriffs meetings our neighborhood has a voice. Officer Dennis is really good at writing a concern and following through.
