Park Watch - Incident Report

Please report all suspicious behavior, entrance to the park after dark, graffiti, campers, and other crimes to the Sheriff's Dept. and identify yourself as a member of Neighborhood Watch from your particular street. We are working with the Carmichael Park District to have access to rangers for repetitive offenses.

Some recent calls made to law enforcement:

8/19/2012

Jan Drive-white volvo UGP012 license plate 11:00 p.m.
group of young adults went into the park, parking near the access road
neighbors went out and asked them to leave-refused
call placed to Sheriff's at
10:55 p.m
11:30 p.m. call was taken removed by officer for unknown reason
11:43 p.m. (to give license #)
11:48 p.m. received a call from officer who said the people in the car had permission from neighbors (me) to be there. Had to ask officer to come out again.

homeless man 30s-40s african american with a large tarp of stuff
sleeping in the portapotty
called  around 5:30 p.m.
helicopter arrived within 5 minutes, but unsure if man was found or removed

11/18/12

parked car on Jan Drive near service entrance to park- about 6:30 p.m.
red truck with gray painted side patch on the side-3 young adults in cab with light on arguing
2 male, 1 female. Went outside and stood waiting for them to leave.

Reported on blog:

Noticed cardboard boxes and other items behind trees off the dirt path from Jan Drive to Salmaan Drive behind the trees (closest to California Avenue). Will call Carmichael Park District to notify.

Mail package from local home found in park, opened. Box returned to occupant, call to Sheriff expected.

Graffiti found on sidewalk near Jan and Slate entrance. Reported to Park District Grounds Manager.

1/3/13

2 cars, a dark grey sedan and a dark blue sedan parked near front Jan Park entrance to the park at 1:30 a.m. 2 females and 4 males got out of cars and walked into park. Sheriff's Dept. called and responded within 10 minutes. Young adults left area in a hurry before officer moved from Salmaan side to Jan side. Dark grey large SUV was seen leaving far end of Jan by Rampart after officer's car drove through. Thanks Sac County Sheriff's for the excellent response!!

1/8/13

2 cars parked near service entrance silver Nissan frontier 6U73661 and black Saturn 5WAE244 with young adults in park at 8:40 p.m. Sheriff's called and responded within 5 minutes. Once again, very much appreciate the Sac Sheriff's excellent response!

1/13/13

Homeless man in park near the children's playground. Found his cart around 8:30 a.m.. Will report to Carmichael Park District and Sheriff.

2/16/13

5:25 p.m. Sheriff's Dept has been contacted for suspicious behavior. Teal, grand prix early 2000's model 4WIC673 lic plate parked on side of house on Jan and Slate. Suspicious activity 4 young males in car looking "nervous". One male in park waiting for something-black jacket, jeans, 6 ft caucasian. Two other cars pulled up quickly across the street with males standing outside cars (2 females and child went into park) making gestures at guys in grand prix.

2/21/2013

Silver mitsubishi coupe parked near service entrance on Jan Drive around 7:00 p.m. with two young males smoking marijuana. Car left when neighbors went to record license plate.

2/23/2013

10:03 p.m. Gray/Silver SUV with at least 4 individuals asked by neighbors to leave area near service entrance after multiple slow passes on Jan Drive. Reminded that park is closed at dusk and recent break-ins and thefts have left neighbors wary of suspicious behavior. Left area shortly thereafter.

3/4/2013

8:56 p.m.  Dark boxy SUV car lic # 6SAW649 parked with headlights on. When neighbor approached back of car to get plate number, car moved. Neighbor saw car had only moved 25 ft down the road and parked again. Sheriff's Dept. called for suspicious behavior report, on cell. Car moved again to Jan and California and parked again. Driver and passenger looked male, but lighting was very limited. Neighbor followed from far away and stayed on phone to  report strange behavior until officers were dispatched.

3/5/2013

6:15 p.m. Silver SUV car lic # 5DNG784 asian male driver with 2 female passengers and possibly one male passenger. Near service entrance, entering park after dusk. Young adults admitted they lived on Stoney Way and were residents. Reminded them again (same car as 2/23/13 incident) that park is closed and that they cannot enter after. Left shortly after.

3/11/13

8:08 p.m. Silver SUV car lic #5DNG784 asian male driver with one male passenger in their teens or early twenties. Passenger wearing a white plastic mask on face. Stoney Way speel again. Suspicious behavior level increasing with the repetition, parking in the same spot and seeming to be craning to look into neighbors front windows, and the mask. Will contact Sheriff immediately on next occasion.

3/13/11

2:50 p.m. Silver Toyota truck plate # 3Y10834 and silver honda Fit parked on Jan Drive near service entrance for approximately 20 minutes. Driver of Fit was a young caucasian male in his early 20s with short dark blonde hair wearing a black shirt. He stood outside of truck near front window smoking and spoke to driver of truck, caucasian male in late 40's with baseball cap on. Both kept looking around nervously and were acting odd. When I walked outside and looked directly at license plate and kept eye contact with young man, they immediately left.

The White motorhome (El Dorado) with the brown lines on it and sporting Minnesota license plate tags  with caucasian male in his late 40's-has a beard. Sheriff's have been called several times about this car with expired plates and an individual living in it. Please call as soon as you see it inhabited.


3/31/13
two young caucasian males all in black carrying a duffelbag got out of a white sports coupe car (2000's in year likely) 6WVY785 around 9:00 p.m. 3/31/13 off Jan drive near the service entrance.  Were in park for approximately 15 minutes before running out of the park with black bag and taking off in car heading towards California. Sheriff's Dept. called and responded back by phone-will keep informed.

Young caucasian male 5'10" with young female (ages approx. 16-21) in same sports coupe car 6WVY785 around 9:45 p.m. in Jan Park at service entrance. When they came out of park, I approached them and let them know the park is closed after dark and to please not enter after dark. Sheriff will be called next time.

4/12/2013

Dark grey truck parked at service entrance on Jan Drive around 8:30 p.m. 6L46020 with young caucasian male in his mid 20's in park after hours. Truck left while writing down plate so sheriff's dept. not called, however, male/female couple in park found on bench at covered shelter during walk through park to close bathroom facilities. Advised that park is closed after sunset and authorities will be called. They left shortly after.

5/18/13

9:45 p.m. 2 caucasian teens on small bikes and one on foot were seen slowly walking down Jan Drive with backpacks and a very confrontational gait and eye contact.

10:00 p.m. Dark 4 door sedan mid-90's with 4 young individuals entered Jan Park near the service entrance.

10:20 p.m. additional black 2 door coupe with 4 more teenagers arrived and parked near entrance. Teens were advised the park is closed at night and police had been notified of their presence. Helicopter fly over from sheriff's dept removed individuals approximately 10 minutes after.

10:34 p.m. two adults on bikes (male and female) with backpacks on and dark clothing rode down the sidewalk coming from California and Jan and entered the park.

5/19/13

Graffiti noticed Sunday morning on trash can near Jan and Slate that corresponds with tagging that has occurred on many fire hydrants in area. Pictures of tagging have been taken and will be sent to Sherrie Carhart to identify and park district to clean up.

Benches were moved from normal spots, and stacked on top of each other and there is a reported dug out area near the large blue oak by the creek that looks to be used for bonfires. Will be reporting to prk district.

5/2013
4:30 p.m. till 6:15 p.m.
5 teens-4 caucasian males, 1 hispanic female in green 4 door sedan plate # 5SMY848 acting suspicious in Jan Park. Teens continued to get in and out of car, move the car down the street when neighbors were clearly paying attention, carried and imbibed from unidentifiable bottles, and loitered in park with unusual behavior patterns. Neighbor continually watched and confronted until they left.

5/22/13

1:45 a.m. Two vehicles (white 2door truck and dark 4 door sedan) pulled up near service entrance to the park and approximately 7 individuals went into park. Sheriff's Dept called.


3/23/14

I noticed a white SUV parked across the street from our home around 10:30 PM. Blacked out windows and a missing hubcap/rims from the front driver side. I stood there watching trying to figure out if someone was in the car forever. Another vehicle/blue truck pulled up and parked briefly during this time about 2 car lengths ahead of SUV, were there around 4 minutes then truck departs. The white vehicle remain dark, until maybe 5 minutes later I see a flicker of light coming from the very back of this vehicle inside and it goes out quickly. So knowing it wasn’t a worker from the house across the street on Ranger I call the non-emergency number and said I was a part of the Jan Drive neighborhood watch and report the vehicle and the suspicious goings on. Well I stood in our office for ½ hour and no response from the Sheriff’s office. I decided to go out and wait in our living room and keep an eye out. All of a sudden I have a helicopter overhead with their lights flooding this vehicle. I hadn’t given them a license plate number because I couldn’t see it, and no Sheriff officer/car ever pulled up but the helicopter circled with lights on the vehicle for a good 3-4 minutes, enough to get their attention. The helicopter flew off and all of a sudden the white SUV turns on their engine and lights, during which time I called back the dispatcher who said she was so sorry that the officers were having an extremely busy night. As she was chatting with me the SUV slowing drove on down Jan Drive and towards California. The helicopter is what worked the magic is letting them know they needed to move on. All I can say is my description must have been right on the mark because the light of the helicopter never went anywhere else, it was right on that white SUV the entire time. I thought the helicopter might land. So just beware once again of suspicious vehicles parking on park side and lottery late into the night hours.

9:50 p.m. black SUV 5WXU273 lic. # male/female caucasian young couple asked by neighbor to leave park area. Complied without problem.

4:00 a.m. white late model sedan (Honda Accord?)  male/female mid 20's intoxicated driver parked near service entrance. Neighbor approached and asked to leave. Couple left without incident.

8/17/14

9:00 p.m. Large white truck, parked near Slate and Jan on park side. Young caucasian male in car with paring lights on. Left once I took a picture of vehicle.


Please add your experiences in the comments below and let us know what is going on in the park. We'll add it to this page and keep the CPRD aware of neighborhood needs for safety in the park. We can all do this together!
