Right to Rest SB 608 - What's your opinion?

There is new legislation that has recently been introduced to the CA State Senate that will drastically effect the way law enforcement can handle homeless individuals and loitering in public places. Please take the time to look at this, speak to your neighbors and friends, think about how this may alter what, if anything, our law enforcement representatives can do about areas like Jan Park. I strongly encourage everyone to think about this bill and act, whatever side of the conversation you fall on. Contact our local state representative, Jim Nielsen and let him know your thoughts as citizens within his district. You can find his website at http://nielsen.cssrc.us/ his Capitol office information is:

Capitol Office

State Capitol, Room 4062
Sacramento, CA 95814
Phone: (916) 651-4004
Fax: (916) 651-4904

If this legislation sounds familiar, it's because we saw this introduced in the House as AB-5 a few years ago. http://leginfo.legislature.ca.gov/faces/billHistoryClient.xhtml

Read up on this new proposed legislation, and share your thoughts with your representatives, the Carmichael Recreation and Park District, the local sheriff's department at the community meeting coming up, and with your neighborhood watch groups.Government is for the governed!

Sheriff's Neighborhood Quarterly Community Meetings17h ago

Sherrie Carhart from Sacramento County Sheriff's Department
What is POP? Community Policing is called Problem Oriented Policing, or POP. Crime Prevention works with POP in educating the public about preventing the crime, reporting, awareness of suspicious activities and persons and hardening the target. Our POP Team handles quality of life issues as well as picking up all the other areas that patrol deputies don’t regularly get to do.

At the quarterly community meetings, residents provide information to POP about their immediate law enforcement concerns and issues. POP Deputies investigate those problem locations and work to provide relief and solutions to residents. Deputies also relay information about the community and provide answers to your questions.

Please mark these dates and times on your calendar and we encourage you to attend and participate.

Suspicious behavior, loitering in the park, vandalism/graffiti, dumping, and alcohol/drug use at Jan Park

I am very sorry to report friends and neighbors that with the warm weather comes problems in the park. As many of you have seen, we had a very sad experience of having graffiti sprawled all over our rock park signs and the new message board at the Slate/Jan entrance recently. With a lot of work and care by the Carmichael Recreation and Park District folks, much of it has been cleaned up, but I know it was an upsetting shock for many of us.

I also wanted to let everyone know that a recent request to the Carmichael Recreation and Park District was made and performed to remove a park table and bench set from the far end near Ranger Way due to excessive use of the table as a "hang out" space for young adults who were habitually dumping trash from cars, using alcohol and drugs, communicating about future drug deals, and entering the park after hours. Several calls were made to the Sheriff's Dept regarding this activity (one of the individuals lives in the neighborhood), and we hope that the removal of the table will reduce the congregating for less than pleasant purposes :) As always, please call the non-emergency Sheriff's Dept number to report activity of this type, and let us know here so we can report repeated activity to the Carmichael Park District to request a ranger.

I also wanted to copy here a recent post from one of our neighbors from Nextdoor.com:

https://lincolnbarretthills.nextdoor.com/neighborhood_feed/

6/24/2014:
Came out to find a white woman early 30s and a Hispanic man in 30s as we'll, with totes, crates, mounds of trash and what appears to be household items in boxes and packages. Most of there stuff piled on sidewalk, as the lady tried to stuff several things into a very jammed trunk, to which she couldn't get the lid closed as it spilled over, with trash sitting on curb. While she feverishly worked on jamming this stuff, the gentlemen suspiciously walked down the sidewalk, with head looking nervously in every direction, and out of the park towards Manzanita and neighborhood on far side of jan park. He came back shortly later carrying two brown bags with what looked to be empty milk cartoons and a white rod. He asked if I had a problem and I said "yes, actually I do!" I told him and her I was tired of people pulling into neighborhood and leaving piles of trash. I said I've never seen them in our neighborhood and their behavior was very suspicious that time of the day. She said she would find a trash can. The whole thing was bazaar, and it truly looked like they had either grabbed stuff out of garages or had been dumpster diving. I drove down the block and parked and 10 minutes later they passed me. They did take their trash with them but beware about leaving garage doors open. Lots of questionable activity when lots of us our rushing out the door to work and easily distracted and in a hurry.

We need your help making sure we keep the park safe by being a part of the Jan Park Watch. Please report here, via email to Olivia or Carmen, or on Nextdoor any suspicious behavior or signs of vandalism, camping, loitering, drug/alcohol use in the park and be sure to contact the Sheriff's Dept. on the non-emergency number 874-5115 or 911 for crimes in progress. If we all are active, present, and responsive, we know that we can keep our neighborhood clean, safe, and beautiful for all of us to enjoy. Thanks so much to everyone for caring and taking the time to be great neighbors!

Lots of updates!

Greetings all and happy Memorial Day weekend!

I hope you all are out enjoying the neighborhood, and getting your summer rituals of barbeque, sitting poolside, gardening, and fun in the sun in full gear. Just wanted to pass on some recent notes from the last Sheriff's Community Meeting at Del Campo (thank you to everyone who goes to these meetings and make our presence known), a recent experience in Jan Park, give you some info on a family friendly day with the Sac Sheriff's Dept., and let you all know about a new way of keeping in touch that our local law enforcement use.

Jan Park Animal Control

Thursday morning a cat was attacked and most of it's insides eaten , then a skunk was spotted by the bathrooms in the same condition. We are not sure what happened to theses animals, but be aware when walking in park. If you see anything out of the ordinary call the non-emergency number  874-5115. Hopefully this a one time thing, but be careful especially around dark.

Thank you to many of our street coordinators and active neighbors (including BHNA officers) for sharing this information.

Good News! The Return of our Sheriff's Dept. Service Center

A huge and very warm thank you to our local neighbors and neighborhood watch members who have already volunteered to help staff the reopening of our local neighborhood Sacramento Sheriff's Dept. Service Center. After months of delays, the Dewey Service Center is finally open and ready to help out citizens in need.

The center will be open from 10 a.m. to 5 p.m. Mondays and Fridays, and till 7:00 p.m. On Wednesdays. These limited hours may be extended in the future, depending on financial and staffing resources. The center is located in the Safeway shopping center at Madison and Dewey, 5485 Dewey, suite 235, between the tanning salon and the dry cleaners.

Currently the center is still working out a few bugs, and has limited capabilities. The phones and computers are not hooked up, but sheriff's officials are working on it. So for now, the center is open for walk-ins only.

Sworn deputies and other sheriff's officials will be on hand until the center is in full working order. The center is staffed with trained volunteers and eventually will be operated by volunteers. Officers will come and go and also a special sheriff's unit working on the area's homeless will also use the center temporarily.

The center serves Carmichael, Fair Oaks and Orangevale. The center is an information and referral center putting people, their needs, and problems in touch with the appropriate agencies. Crime reports can also be filed there.

If you are interested in participating as a volunteer, or are just incredibly thankful (like me!) that we have a local connection again to our excellent law enforcement, please stop by and let the staff and officers know.

Three cheers for our Service Center!!

River Safety-Assemblymember Ken Cooley

River Safety

Dear Friend,
Part of the beauty of living in the Sacramento area is the easy access to the American River and the river parkway.  On any given warm day along the American River, many find relief from the valley heat in the cool waters that come from the Sierra Mountains to our east.  Unfortunately, dangers can also lurk here, and sadly unexpected drownings occur every year.
However, with simple planning and a basic knowledge of river hazards, fun and enjoyment can be had by all seeking to enjoy this scenic waterway.
On this River Safety Resource page you will find information on river safety and how and where to borrow a life jacket from the Sacramento Metro Fire Department.
I encourage you to enjoy our beautiful parkways and rivers, but please be safe and responsible. Learn more by familiarizing yourself with the information provided below.
Sincerely,
Ken Cooley
Assemblyman, 8th District

Boat Safety Guide

Paddling Safety Hints on the Lower American River
Canoeing, kayaking, and rafting down the lower American River are popular means of recreation for thousands of Californians. Unfortunately, a number of boating accidents occur every year on this river. This need not be so. Paddling can be safe and fun if you follow a few safety hints.
Wear a Life Jacket.
All canoes, kayaks, and inflatable rafts must carry a U.S. Coast Guard-approved personal  flotation device (life jacket) for each person on board. Children and non swimmers should wear them at all times. For that extra margin of safety, all boaters should have life jackets on when going through turbulent waters or rapids. When in Doubt. . .Put it On.
Survival in cold water
Survival in cold water is another reason for all boaters to wear a PFD when in and around the river during the fall, winter, and spring months. The shock of sudden immersion in cold water can deplete the strength of even the strongest swimmer and hypothermia can render a person unconscious. Wearing a PFD will help keep you afloat.
Be Prepared.
Additional equipment for the float trip could include a bailer, extra paddle, suntan or sunscreen lotion, waterproof trash bag, and a boat patch kit. Keep all loose items in a floatable container. It is also a good idea to wear a pair of old tennis shoes. Cut feet account for 80 to 90 percent of the injuries along the river.
Scout the Unknown.
If you have never paddled through Suicide Bend, San Juan Rapids, or Arden Rapids, first scout these areas thoroughly from the shore. While paddling, if you are in doubt about a stretch of the river ahead, stop and scout the area. Carry your boat around any areas you are not sure of. Play It Safe.
Watch for Hazards.
Watch for snags such as fallen trees, brush, bridge abutments, or old pilings. The current may pin the boater or boat against these obstacles or cause a boat to capsize. Also beware of reversals (reverse flows) that may form at the dam, in the various rapids, or behind snags. The surface water in a reversal is going upstream. Boaters and their small boats can become trapped and held in this reversal. If you cannot swim out of a reversal, dive deeply into the undercurrent, and the downstream flow may carry you out. If you become separated from your tube, paddle or other belongings, don't try to recover them unless it is safe to do so. While you might risk losing or damaging a raft, paddle or other equipment to reach someone in trouble and save a life, NEVER risk a life to save equipment or belongings.
Courtesy Afloat.
Courtesy on the river is an essential part of boating. On weekends, when the raft brigade is out in full force on the water, be especially courteous to your fellow boater and the people along the shore. Do not intrude on their fun. Keep an eye out for a boater in trouble and lend a helping hand if you can.
Pitch In.
Garbage accumulating along the shoreline or floating beside your boat ruins the beauty of this river and creates a health hazard. Pitch in and do your part to keep this area clean. Take a waterproof trash bag with you and carry out what you carry in. Avoid using glass beverage containers.
Hang On.
If your boat capsizes or you fall overboard, STAY WITH THE BOAT, unless it is unsafe to do so. Try to right your boat so that you can climb in and paddle for shore. If this is not possible, hold on to the craft at the upstream end. This allows better visibility to enable you to swim your boat to shore. More importantly, it prevents the possibility of your being pinned between your boat and an obstacle. If you are separated from your craft, float downstream feet first. This will enable you to fend off rocks or other obstructions in the river while floating to safety.
Know the Flow.
High flows on the American River can be dangerous. Do not overestimate your skill or underestimate the power of the river. Knowing what the flow is on the day of your trip is one way to determine if the river is boa table for your level of paddling experience. For a current recording of the river flows on the American and other rivers throughout the state, call the Department of Water Resources at (800) 952-5530, or visit their Website at wwwdwr.water.ca.gov.
